There are two state maps here, income per capita and expenditures per capita for 2001. Income per capita for the states comes from the Bureau of Economic Affairs and expenditures for libraries comes from dividing Total Operating Expenditures (TOTOEXP) by the Official State Population Estimate (POPU_ST) from the State Summary data by year. These two financial variables have a .69 correlation according to this spreadsheet. Expenditures per capita on libraries has a correlation of about .9 with both the rank of ranks and scores in the summary of Rank Order Tables for 2001. I posit that as income per capita rises, per capita expenditures on libraries increases at a higher rate. It will take a bit of analysis to mine this vein more deeply.
The colors do not print well on some printers so there is work to be done.
